Is the RTX 4070 SUPER still worth buying in 2026?

Only at a meaningful discount versus the RTX 5070. The 4070 SUPER is still a strong 1440p performer with great DLSS 3 support, but newer cards offer better value at full price now.

Is the Twin Edge cooler good enough for the 4070 SUPER?

Yes for normal sustained gaming load. The dual-fan design runs slightly warmer than triple-fan partner cards under heavy sustained load, but stays within acceptable limits with FREEZE Fan Stop quieting it at desktop.
